As he said, Davin, it may have been his company's security blocking it from downloading.

That wouldn't be uncommon, since it is an EXE file.

True enough, although I could also see reasons why it could work from a .com address but not from a .net address. It also matters if he wasn't seeing the web page in the first place, which should be an entirely different path to diagnose.
